Voter Registration Requirements

State law requires you to register 30 days prior to the election in which you wish to vote. Due to the Help America Vote Act, which was enacted in September 2003, applicants must now provide a form of identification when registering by mail. An applicant’s spouse, parent, or child (acting as an agent) may complete and sign a Voter Registration Application, provided that the agent is a registered voter, or has applied for voter registration.

You may register to vote if you:

• Are a resident of Harris County, and
• Are at least 17 years, 10 months of age (To vote, you must be 18), and
• Are a U.S. citizen, and
• Have not been declared totally mentally incapacitated or partially mentally incapacitated without the right to vote by a final judgment of a court exercising probate jurisdiction
• Are not finally convicted of a felony—or have satisfied the court’s requirements after a felony conviction or have received a pardon.

The Harris County Voter Registration Department mails renewal Voter Registration Certificates at the end of every odd-numbered year.

Update My Registration

I have moved within Harris County

If you have moved within Harris County, you can update your voter registration online or you can write your updated address on the back of your current Voter Registration Certificate and return it to the Harris County Voter Registrar.

Your spouse, parent or child (acting as an agent) may complete and sign a change of address form for you, provided that this person is a registered voter, or has applied for registration.

You will be able to vote in your new precinct 30 days after your notice has been received. Meanwhile, you may vote a full ballot in your former precinct if your registration has not become effective in your new precinct.

I am a new Harris County resident

If you are new resident to Harris County, you must fill out a new Voter Registration application, print it and mail it to the Harris County Voter Registrar.

I have changed my name

If your name has changed, you may update your voter registration online, or print out a voter registration application and follow the steps necessary for a “change.”

Your spouse, parent or child (acting as an agent) may complete and sign a change of name for you, provided that this person is a registered voter or has applied for registration.

You will receive a new, corrected certificate 30 days after your notice is received.
